The best ratio is 1/2 teaspoon of gel bals per 8 ounces of water. If ther is too littel water, the gel balls will nor grow to full size witch will cause the launcher to not property funcion.
Once gel balls have been soaking for 3-4 hours, drain all the excess from container (make sure all water is drained container to prevent damage to the gel phaser when loading.)
